Should Messrs. Alfred Holt & Co. desire to refer
the matter both to the Board of Trade and the Colonial Office, their action would appear to be quite in order. At the same time I would suggest that you call the attention of your principals to the fact that this matter has already been before the Board of Trade, and that so far the information to hand in this Department is that the Board of Trade has refused to accept either the Canadian certificate or the Hongkong
certificate.
The Canadian Government indirectly accepts a Board
of Trade certificate for a steamship registered outside of Canada, that is to say, that under Section 569 of the Canadian Shipping Act a ship holding a valid Board of Trade certificate is exempt from inspection. A copy of Order in Council authorising this exemption is attached hereto for your informa
tion.
An order in council has issued dated the 26th day
of April, 1905, accepting unexpired certificates held by the United States registered steamships plying to and from Canada. This order in council, a copy of which is attached for your information, was issued under the section of the law as now expressed in section 571 of the Canadian Shipping Act.
I think the whole matter is covered by the Act of Parliament and the order in council which are being forwarded to you now, but I should be very pleased to give you any further information you may require.
